I'll second that!  If these are chicks you need to be their mamma and show them where the water is - and each one needs to be shown.  Takes time, must be done gently and be careful not to submerge their nostrils
 
All that is necessary is to get the tip of the beak wet - then let go of the chick- it should throw its' head back and swallow the droplet and MOST of the time will dip and drink again.
 
If it doesn't drink the second time it's a bit dense and needs another dip. Usually two is enough.
