Well, there's this about it--the more finished compost in your soil, the better it will hold moisture.  Even better, add some mulch.  Plus the last couple of years I've collected rain water off the roof (plus whatever the horses don't drink), and in fact last year never had to use well water on the garden (although I'd advise mosquito dunks in the barrels).
