Could he be thinking of ethylene glycol? I believe that's an antifreeze. Propylene glycol is used to suspend other chemicals besides drugs so perhaps it's used in conjunction with antifreeze..?
Antifreeze is extremely lethal and would not under any circumstances be used for consumption.
